
The National Petroleum Management Corporation (NPMC) proudly supports the next generation of petroleum engineers through the Larry R. DiPoma Endowed Scholarship at Texas Tech University. Established in 2012 following the passing of founding member Larry R. DiPoma, a Texas Tech alumnus, the scholarship honors his remarkable career and lasting contributions to the petroleum community.
Larry R. DiPoma’s legacy is one of leadership, innovation, and service. With more than 30 years of experience in all phases of bulk petroleum operations and management, he was widely regarded as the best in his field. Known for his astute insight in corporate planning, programming, and budgeting, Mr. DiPoma combined technical expertise with exceptional character, serving as a role model and visionary leader. He had the rare ability to connect with people at every level—ranging from flightline fuel service personnel to Members of Congress and corporate executives—always with a focus on building people, projects, and results.
Mr. DiPoma’s greatness was rooted in his bravery to challenge conventional wisdom and push beyond traditional paradigms. As a motivator and mentor, he embodied the belief that excellence comes from personal commitment and pride in one’s work. His influence was felt across the Department of Defense, where he served as a consultant, teacher, and training course developer. Most notably, he led the restructuring of DoD petroleum management, transferring bulk fuel ownership from the military services to the newly established Defense Fuels executive agency—a landmark achievement that reshaped the way defense fuels are managed to this day.
In recognition of his life and impact, the scholarship at Texas Tech University has since awarded 13 scholarships to seven students in the Department of Petroleum Engineering. These awards not only provide financial support but also connect recipients to the legacy of a leader whose vision continues to shape the petroleum industry.
