Tom McCartin

Tom McCartin has worked in commercial aviation for more than 40 years.  He began his career with Pacific Southwest Airlines (PSA) working in Maintenance, Station Operations and Fuel Management.  In 1993, Tom was hired to become the first GM at the new Denver International Airport, managing the fuel system and into-plane operation at DIA.  He moved to Southwest Airlines in 2002 and over the next 13 years directed fuel purchasing, operations, accounting and fuel quality/training.  After retiring from SWA, Tom was hired by Spirit Airlines in March 2015 and has built a fuel department to in-source all fuel management and accounting functions.

He is retiring in April and his extensive and a long commercial/airline aviation history and leadership will be missed.  He has the respect of the industry and was instrumental and led the airlines to start the (COG – Consortium Operations Group).  He has been an innovator in the industry and has a service-oriented philosophy, the relationships and leadership to be a noteworthy board member.

Tom was inducted in the National Petroleum Management Association “Order of the SPR” in 2016 and was named Ground Support magazine “2014 Team Leader of the Year”.  He graduated with a Bachelor of Arts from Creighton University and a Master of Business Administration from Southern Illinois University – Edwardsville.  Tom and his wife Pat live in Denver, Colorado and have four grown sons.

Kent Bredehoeft, Vice President

Kent Bredehoeft is the President & CEO of Argus Consulting, Inc. He is responsible for the strategic, operational, financial and cultural leadership of Argus to create corporate growth, increased profitability and opportunities for employee improvement. 

Kent drives the corporate vision and values and provides leadership to more than 70 professionals through a culture of teamwork and continuous improvement. 

A registered professional engineer in eight states, he has devoted his 30+ year career to the design and construction of commercial and military aviation fuel systems and to establishing industry standards for fuel facilities. His extensive resume includes fueling systems at most of North America’s busiest airports and multiple Petroleum, Oil and Lubricants (POL) projects for the U.S. Department of Defense in the United States and Middle East. Kent has contributed to several aircraft fueling master plans and strives to position Argus as the industry’s trusted partner through innovation. 

Kent has a Master of Science in Engineering Management from the University of Kansas and a Bachelor of Science in Mechanical Engineering from the University of Missouri.

Tom Boriack, Secretary

Tom is currently the Director of Fueling for Cla-Val and has 25 years of experience in the fueling industry, starting in general aviation fueling, and working through commercial fueling operations, including management of multiple facilities and into-plane fueling operations. He then began working with an OEM of fueling equipment, matching the technical needs of a customer to the appropriate equipment. Tom has also worked with a filter manufacturer. He views educating others in the fueling industry as one of his top priorities and his experience will be a welcome addition to the NPMC Board of Directors!

Todd Cheney, Treasurer

Todd Cheney is currently an Executive Director with AEG Fuels. 

Mr. Cheney served in the Air Force for 26 years, retiring as a Colonel in July of 2017.  During his Air Force career, he served in various leadership and management positions all around the world including Japan, Turkey, Kuwait and Qatar.  He was the Fuel Management Flight Commander at Shaw AFB, participated in the OSD Petroleum Professional Enhancement Program, served as the Chief of the Joint Staff Joint Petroleum Office and finished his career as the Director of Customer Operations at DLA Energy.  

Mr. Cheney has served as the Executive Director for Energy at DGC International where they provide direct delivery support to US and Coalition forces throughout Iraq, Syria and Afghanistan.  They also operate the Into Plane operation at Baghdad Diplomatic Support Center and just began alongside aircraft refueling operations at Patuxent River NAS in Maryland.  

Mr. Cheney is also the owner of his own consulting firm, The Cheney Company.

Jack Holmberg, Assistant Treasurer

In January 2021, after 20+ years working for Varec and supporting the DLA Energy Fuels Automated System (FAS), Business Systems Modernization Energy (BSME), and Base Level Support Application (BLSA) programs, Jack Holmberg finally retired.   

After retiring Jack did some part-time consulting as a Senior Logistics/Fuels Analyst for multiple companies working Logistic/Fuels Government contracts as well as competing for new ones.  Mr. Holmberg recently accepted a board position on NPMC Board of Directors, Class of 2023 and stated, “he is humbled to be able to continue his efforts in the fuel’s community, helping the fuel handlers and the overall fuel management career field.” Over the span of Mr. Holmberg’s career, he served in the USAF as a Fuels Management Officer, OSD Energy Analyst, Air Staff Fuels Officer and culminated at DLA Energy as the Emergency Supply Operations Center (ESOC) Officer-in-Charge.  

Throughout his career, he served over 40 years in the government and commercial industry.  Mr. Holmberg assisted the industry in its resilience to meet the DoD worldwide fuels requirements and mission.  He was instrumental in playing a vital role in the initiative and effort for fuels automation within the Military Services. Moving forward, Mr. Holmberg stated that he is excited about NPMC’s continuous efforts to enhance both the DoD and commercial industry’s environment and innovations in the field.

Scott LeForce

Scott LeForce served in the US Military for 30 years retiring as a USAF Colonel.  He started his career a Naval Aircrewman on board the US Navy P-3 Orion aircraft completing deployments to Bermuda, Sigonella, Sicily; and a split deployment to Rota, Spain and the Azores, Portugal.  Mr. LeForce then received his commission in the USAF where he served in numerous leadership positions over the next 25 years.  He served across the globe in Japan, Germany, Australia, Egypt and Kuwait.  He was the Fuels Management Flight Commander at both Shaw AFB and Misawa AB, Japan.  He deployed to Kuwait and Iraq as the first in-lieu-of tasking to the USAF from the US Army.  While there, the unit provided refueling on the move as well as force protection for contracted tankers delivering fuel across the whole of Iraq.   

Mr. LeForce was assigned as Defense Logistics Agency-Energy Commander Middle East-Kuwait with the responsibility of, again, leading and managing the flow of fuel and contracted vehicles to deliver fuel across Kuwait and Iraq.  He was then headed to DLA-E Headquarters as the Director, Defense Fuel Support Point Management, but was detoured enroute to fill in as the CENTCOM Joint Petroleum Officer for several months.  This allowed a better understanding between the warfighter and the agency on mission goals and accomplishments.  He retired from the USAF and DLA in November 2013. 

Mr. LeForce went on to become the first DLA-E/Australian Defence Force Liaison Officer in Canberra, Australia ensuring support for both USA and Australian forces across the globe, he then went on as the DLA-E Representative to the US Mission at NATO Headquarters, Brussels, Belgium representing the US in managing the Central European Pipeline System, as well as all operations and contingencies throughout the NATO areas of responsibility.  

Since 2020, Scott has worked for a variety of organizations as a volunteer or part time employee including the Blue Wahoos Baseball team, US National Park Service, the Santa Rosa County Supervisor of Elections, and the US Census Bureau.
