The National Petroleum Management Corporation is excited to announce the addition of two new members of our Board of Directors, both to serve three-year terms through 2028.

Thomas McCartin
Tom McCartin has worked in commercial aviation for more than 40 years. He began his career with Pacific Southwest Airlines (PSA) working in Maintenance, Station Operations and Fuel Management. In 1993, Tom was hired to become the first GM at the new Denver International Airport, managing the fuel system and into-plane operation at DIA. He moved to Southwest Airlines in 2002 and over the next 13 years directed fuel purchasing, operations, accounting and fuel quality/training. After retiring from SWA, Tom was hired by Spirit Airlines in March 2015 and has built a fuel department to in-source all fuel management and accounting functions.
He is retiring in April and his extensive and a long commercial/airline aviation history and leadership will be missed. He has the respect of the industry and was instrumental and led the airlines to start the (COG – Consortium Operations Group). He has been an innovator in the industry and has a service-oriented philosophy, the relationships and leadership to be a noteworthy board member.
Tom was inducted in the National Petroleum Management Association “Order of the SPR” in 2016 and was named Ground Support magazine “2014 Team Leader of the Year”. He graduated with a Bachelor of Arts from Creighton University and a Master of Business Administration from Southern Illinois University – Edwardsville. Tom and his wife Pat live in Denver, Colorado and have four grown sons.

Scott LeForce
Scott LeForce served in the US Military for 30 years retiring as a USAF Colonel. He started his career a Naval Aircrewman on board the US Navy P-3 Orion aircraft completing deployments to Bermuda, Sigonella, Sicily; and a split deployment to Rota, Spain and the Azores, Portugal. Mr. LeForce then received his commission in the USAF where he served in numerous leadership positions over the next 25 years. He served across the globe in Japan, Germany, Australia, Egypt and Kuwait. He was the Fuels Management Flight Commander at both Shaw AFB and Misawa AB, Japan. He deployed to Kuwait and Iraq as the first in-lieu-of tasking to the USAF from the US Army. While there, the unit provided refueling on the move as well as force protection for contracted tankers delivering fuel across the whole of Iraq.
Mr. LeForce was assigned as Defense Logistics Agency-Energy Commander Middle East-Kuwait with the responsibility of, again, leading and managing the flow of fuel and contracted vehicles to deliver fuel across Kuwait and Iraq. He was then headed to DLA-E Headquarters as the Director, Defense Fuel Support Point Management, but was detoured enroute to fill in as the CENTCOM Joint Petroleum Officer for several months. This allowed a better understanding between the warfighter and the agency on mission goals and accomplishments. He retired from the USAF and DLA in November 2013.
Mr. LeForce went on to become the first DLA-E/Australian Defence Force Liaison Officer in Canberra, Australia ensuring support for both USA and Australian forces across the globe, he then went on as the DLA-E Representative to the US Mission at NATO Headquarters, Brussels, Belgium representing the US in managing the Central European Pipeline System, as well as all operations and contingencies throughout the NATO areas of responsibility.
Since 2020, Scott has worked for a variety of organizations as a volunteer or part time employee including the Blue Wahoos Baseball team, US National Park Service, the Santa Rosa County Supervisor of Elections, and the US Census Bureau.
